Mr. B.K. Prabath Chandrakeerthi

Mr. B.K.  Prabath  Chandrakeerthi  assumed  duties  as the Director General of Coast Conservation and Coastal  Resource Management  on 20.04.2015. He is the Fourth Director General of the Coast Conservation and Coastal Resource Management Department. Mr. Chandrakeerthi  is a first  class officer of the Sri Lanka Administrative Service and he is  being servicing  since  5 years as a Senior Assistant  Secretary to the  Leader  of the House  of  Parliament.

In 2000, he joined the Sri Lanka Administrative Service, and  he has served as an Assistant Secretary of Education Ministry of Uwa Province, Assistant  Divisional Secretary of  Divisional Secretariat at Biyagama and  Senior Assistant Secretary to the Leader of the House of Parliament

He has graduated in University of Sri Jayawardenepura with BA.   M.Sc. Economics  in University of Kelaniya,  LLB  in Open University,  Diploma in Tourism Management in Naresuan University  of Thailand,  Certificate in Modern Public Management -  AIT, Thailand and Certificate in  New Public Administration -  Public Administrative School , China.

Coastal Development Division

Eng. R.A. Sujeewa Ranawaka

Sujeewa holds a B.Sc. (Hons) in Civil Engineering from the University of Moratuwa, Sri Lanka and M.Sc. in Marine Engineering from the Norwegian University of Science and Technology, Trondheim, Norway. He is a Chartered Engineer. He has obtained many training in subject of coastal and procurement in local as well as in overseas. He is presently a Class II officer of the Sri Lanka Engineering Services.

He commenced his career as an Instructor to the University of Moratuwa, and then as an Engineer to the State Engineering Cooperation afterwards joined the Road Development Authority. He has been in the CCD for the last 13 years working as a Coastal Engineer. He has obtained experience in different field by working for Coastal Resources Management Project (ADB funded) and also worked for Kalu Ganga Water Supply Project (JABIC funded) as Resident Engineer. Now he is working as Coastal Engineer (Design) for the Coastal Development Division of the CC&CRMD.

Eng. R.P. Sakuntha D. Pathmasiri

Sakuntha holds a B.Sc. Eng (Hons) Degree specialized in Civil Engineering from University of Peradeniya. He is an Associate member of the Institute of Engineers Sri Lanka (IESL).

After the graduation he has served as an Instructor at the Faculty of Engineering, University of Peradeniya. He is currently working as the Coastal Engineer (Special Duty in Eastern Province) for the Coastal works division in Coast Conservation Department. Sakuntha's major competencies are on GIS Applications, Primavera Project Scheduling and Procurement and Tendering activities.

Chrishen holds a B.Sc. Eng (Hons) Degree in Civil Engineering from University of Moratuwa, Sri Lanka and she is an Associate member of the Institute of Engineers Sri Lanka (IESL).

After the graduation in 2013 she joined to the Ministry of Irrigation & Water Resource Management and worked as a Civil Engineer at Irrigation Department Design Branch for two years. Afterwards she has joined to the CC&CRMD though Sri Lanka Engineering Service.

Eng. (Mrs.) I.M. Wickramanayake

Eng.(Mrs) Mangala Wickramanayake is a fellow of IESL. She has graduated from University of Moratuwa as a Civil Engineer in 1984 and obtained a Master Degree in Coastal Engineering from IHE, Delft Netherlands.

She has joined the department as an Engineer in 1984 and became the Chief Engineer (Research and Design) in 2002. She has served as the Project Manager of the Fishery Harbour Component of the Coastal Resource Management (CRM) Project. Mrs. Wickramanayake served as the Director General (Actg.) of Coast Conservation & Coastal Resource Managment Department during the period of 2014 June to 2015 April.

Eng. D.T. Rupasinghe

Dammith Tarinda Rupasinghe holds a Bachelors of Science Degree in Physics from the University of Colombo, Sri Lanka and Masters Degree in Atmospheric Physics and Dynamical Meteorology (specialized in Lightning Protection) from the University of Colombo, Sri Lanka. In addition Dammith obtained a National Diploma in Engineering Sciences (Civil Engineering) from IET, Engineering Council Examination (UK) and Associated Member of the IESL.

He has been in the Construction Industry for the last 10 years in State Engineering Corporation of Sri Lanka and currently joined to the Coast conservation Department as an Engineer from Sri Lanka Engineering Service (SLES).

Eng. T.L.C. Vinodh

Vinodh holds a B.Sc. (Second Class Upper) Degree in Civil Engineering from the University of Moratuwa, Sri Lanka. He is an Associate Member of the Institution of Engineers in Sri Lanka (IESL).

He involves in Coastal Hazard and Risk Assessment, Coastal Modeling and Climate Change Observation and Monitoring Window programme. Vinodh's core competencies include, GIS application software, AutoCAD and Database Design/Application. Prior to joining CCD, Vinodh worked as Project Engineer in SPRDA for both Pro-Poor Rural Development Project and 5 Bridge project in Hambantota. He received the award at the International Center for Geoinformatics Applications and Training (ICGAT) Symposium held in 2008 for the publication of poster regarding the research topic of "A Methodology to identify an Optimum Rail Network for Colombo Metropolitan Region" which was also published in ENGINEER Journal.

Miss Rajitha Lakmini

Rajitha has followed National Certificate in Technology (Civil Engineering), Quantity Surveying and Draughtsmanship in Sri Lanka Technical College. She has further trained for Network Administration and Web Development.

Rajitha is the Senior Draughtsman in the Department. She is a class 1 officer in Sri Lanka Technical Service. She has 15 years experience in Drafting & Mapping particularly in Coastal sector. Her core competencies include GIS application software, Auto CAD, ICT & web developing.

Eng. (Mrs.) Lilani D. Ruhunage

Lilani holds a B.Sc. Degree in Civil Engineering from the University of Moratuwa, Sri lanka and M.Sc. in Coastal Engineering and Port Development from the UNESCO IHE, Delft, Netherlands. Further she is a Charted Engineer and a member of Institution of Engineers' Sri Lanka.

She has 11 years experience in the Coastal Engineering and Coastal Zone Management working in CCD in Sri Lanka. Prior to join CCD, she had gained experience in building construction and civil engineering projects for 2 years, working in private sector. In addition, Lilani contributed her experience for foreign funded projects namely Coastal Resources Management Project (CRMP) and Tsunami Area Affected Rehabilitation Project (TAARP) during last ten years.

Coastal Resource Management Division

Mr. A.H. Gamini Hewage

Gamini Hewage has obtained B.A. (Hons) with Second Class Upper Degree in Geography from the University of Sri Jayawardhanapura in Sri Lanka and M.Sc. in Bio - Diversity and Integrated Environmental Management from the University of Kelaniya, Sri Lanka. He has obtained special training on EIA.

He is the head of the Planning Division of the Department. He is member of EIA Interagency Committee and he is also a member of the Technical Committee at NAQDA. He has experience in working as an Environmental Officer in the Central Environmental Authority, before he joined to the CCD.

Mr. W.A. Nimal Sri Rajarathna

He has obtained B.A. (Hons) Degree in Geography from the University of Sri Jayawardhanapura, Sri Lanka and M.Sc. Degree in Bio - Diversity and Integrated Environmental Management from the University of Kelaniya Sri Lanka. He has followed training programmes on Geographical Information System at AIT in Thailand and Coastal Zone Management in Thailand, Malaysia, India, Maldives and German.

He joined the CCD under the Graduate Training Programme implemented by the Government. After that he was promoted as a Planning Officer in the Coastal Resources Development Division of the department. He worked as a Head of Coast Guard Division of the Department for three years and National Project Coordinator of JEF Project for three years implemented in Rakewa, Ussangoda and Kalamatiya Coastal Ecosystems. At present, he works as an Assistant Director (Planning) in the Department. He has fifteen years experience in the CCD.

Mr. B.H.J. Premathilaka

Premathilaka has obtained his post graduate qualification from Asian Institute of Technology on Integrated Tropical Coastal zone Management and basic degree from University of Kelaniya.

He is a Coastal Resources Planner having more than twelve years experience in different aspects of natural resource planning and management is currently working on restoration and sustainable management of the tsunami affected eastern coastal belt of the island.

Finance Division

Mr. Lal Kumarasiri

Lal is passed out from the University of Kelaniya as a B.Com (Special) graduate. He has got through the Intermediate Level examination of the Institute of Chartered Accountants of Sri Lanka. He also followed the Post Graduate Diploma in Management at the Post Graduate Institute of Management. After having served in the Dept. of Inland Revenue and the National Savings Bank he joined the CCD and now served as Chief Accountant of the Department.

Legal Unit

Mrs. Panchali Fernando

Panchali is an attorney-at-Law. She studied in the Sri Lanka Law College and commenced her career as a junior Lawyer of a reputed Advocate and Retired judge and Practiced in the Supreme court and Appeal courts, before venturing into the field of Coast Conservation Law. She has been in the Coast Conservation Department for last 7 years. She was entrusted to engage in legal matters related to Coastal Recources Management Project.
